Title Emergency Medical Services Director

Directs the operations of the emergency medical service functions for Beaufort County. Duties include managing Beaufort County Emergency Medical Squads and acting as liaison between agencies, Emergency Management, hospitals, and other public safe agencies; both paid and volunteer.  Works with EMTs to implement EMS response system, assure effective training and quality of emergency responses. Develops policies and procedures and monitors medical protocols. Works with Emergency Medical Services (EMS) agencies coordinating activities, inspecting equipment, writing dispatch procedures, writing equipment specifications, reviewing budgets, compiling reports, investigating EMS complaints, writing boundaries for Emergency Medical Service districts, County Commissioners, County Manager, and the general public. Makes presentations to Civic, Community, Church groups, and the public regarding preparation for emergencies and general safety practices. Reviews EMS contracts and operating procedures to ensure that EMS squads are operating according to County Ordinance, State and Federal laws. Reviews, prepares, and administers annual budget. Advises agencies of changes in federal, state, and local laws governing emergency services management. May serve as a Paramedic and incident commander when needed. Work requires flexible work schedule and availability for emergencies. Work is performed under supervision of the County Manager.

Provide a wide range of services to the public as a sworn law enforcement officer to include protecting lives, property, and rights of people in Beaufort County.  Serve as a School Resource Officer at a local school to deter crime, enforce laws, provide a positive law enforcement role model and use proactive prevention by exposing the human qualities of law enforcement to our youth.

Beaufort County is seeking qualified applicants for the position of County Manager. The county has a population of near 50,000 and is located in the eastern coastal area of North Carolina on the Pamlico River. The County operates under a commission/manager form of government with a seven member board, 318 full time employees and an annual general fund budget of over $54,000,000.

Administration of Beaufort County Government; ensures that the orders, ordinances, resolutions and regulations of the Board of County Commissioners are executed. Plans and attends all meetings for the Board of Commissioners, directs and supervises the administration of County offices, departments, boards, commissions, and agencies under the control of the Board of Commissioners; prepares and submits the annual budget and capital programs; prepares a complete report on finances and administrative activities of the County; appoints County officers, employees and agents whose positions are created by law or by action of the Board; prepares and recommends programs and policies for adoption by the Board of Commissioners; and acts as the information resource for County Government both in the office and by contacts with various news media.

Performs administrative and supervisory duties in the operation of the County Animal Control Office. Manages and directs the daily operation and activities of theCounty’s animal shelter. Supervises all activities of Animal Control Officers. Initiates and completes interview processes to select new employees for hire. Prepares budget and orders supplies. Responsible for maintaining and cleaning animal shelter, adoption processes, impounding, feeding and caring for confined animals. Ensures good quality of care for animals at the shelter, obtaining veterinarian care, euthanizing animals and assisting and informing the public. Coordinates use of volunteers and establishes and supervises emergency animal shelters and emergency responses. Enforces ordinances and statutes related to control of animals. Investigates animal cruelty and bite cases, issues warrants, testifies in court, and ensures that animals are confined according to statutes. Responsible for capturing, confining and euthanizing dangerous, stray or diseased animals to insure the safety of citizens of Beaufort County and the safety of animals. Position reports to Beaufort County Manager.
